Protecting Indigenous Peoples
Globcal International needed a functional legally recognized infrastructure that exists outside the dysfunctional bipolar nation-state realm that has evolved around a reality driven by corporate greed, government impropriety and state (or nationalist) interests so we founded and chartered a benevolent international foundation in Belize to represent native tribal nations that are interested in protecting their tribal assets, trading ecosystem services produced by their tribal lands and fostering their transparency in laissez-faire global trade.
To accomplish this we adopted a neutral perspective and world-view and we agreed to promote the ideals and customs of what is best know among sociologists as the '23 peaceful societies' which include the Amish and the Hutterites; as well approximately 20 indigenous peoples identified from around the world, including the Piaroa tribe (our best friends) the most well-known of the tribal peoples in the Northern Amazon, they are often referred to as the 'knowledgeable ones' or the 'people of the forest.'
Our charter with the Piaroa and focuses on indefinitely protecting their previously delineated territorial grants, their tribal sovereignty, their self-governance, their civil rights, human rights and all the special entitlements they possess under national and international laws.
Time in Planning
After several years of research and development as a (think-tank) policy institute the organization took a primal focus in sustainability, human rights and the protection of the natural world with promoting the United Nations Sustainable Development Agenda. Under the influence of our commissioners it was decided in 2016 that the best way to demonstrate and combine these three was through protecting the indigenous people where they live in nature, their native territories and in their designated (accepted) reservations. The first demonstrative engagement treaty was developed in 2013, executed on Indigenous Peoples' Day on October 12, formerly known as Columbus Day in some places. This year we reach our 5th anniversary on October 8th internationally and October 12th locally in the Indigenous State.
Why did Globcal International take up protecting an Indigenous State?
Originally Globcal International was an independent organization supporting individual goodwill ambassadors associated in the social media who were further engaged in a diverse array of global and local causes with emphasis on benevolence and goodwill. While the organization still offers a mutual support network under the Goodwill Ambassador Foundation, we needed to manifest a significant reality (make an impact) with its own self-generated soft power as an organization; after much consideration the membership chose the ideal of an "indigenous state" which was coincidentally and transparently realized in 2017 with our acknowledgement and support for Liborio Guarulla in Amazonas, Venezuela with his proclamation of the independent state's name change to the Indigenous State of the Amazon (Estado Indigena de Amazonas).
To develop our own sovereignty and legal personality we acknowledged the inalienable rights of indigenous peoples within their own territories to be adopted by their federation as their own protectors under international law and the Holy See. To formalize this we have begun to establish a benevolent trust through offshore international foundations in Belize, Colombia and Panama, in order to protect the funds raised by our indigenous parientes from the national governments that claim them free from corruption, trickery, misgiving and speculation, for all the right reasons.
Globcal International Changes in 2018
In light of the inevitable global big-data live blockchained planet one of the base objectives of the organization has become "to adapt our formation (technologically and legally) to protect and defend 'people and places' that define the principles of nature and humanity; this means we are standing behind the ideals of autonomy, sustainability, self-governance, self-determination, the sovereign non-state, indigenous peoples' land rights, cultural patrimony, and mother earth.
Sociocultural decolonization is difficult task, which as a diplomatic consultancy our organization is taking seriously here forward because of the politics and corporate influences that are engaged in usurping territorial land rights for mineral extraction resulting in the denial and violation of the most basic inalienable human rights and in some cases racial genocide of indigenous populations in nature. Religious institutions and NGOs are also involved in the marginalization of indigenous tribes, so allies are difficult to find and trust. Currently there are thousands of unreported cases of indigenous cultural genocide because of the remoteness of the areas in question with states and government military mostly failing to provide adequate protection under law for the indigenous peoples or enforce the environmental protection laws they have developed nationally and are obligated to uphold under international conventions and contractual legal agreements with the United Nations and the Sustainable Development Goals (SDG)s.
We cannot rule out the ideal in the future of working together with the national government of Venezuela or other national governments. The current government is not amenable to criticism or improvement, nor are they very considerate toward indigenous peoples rights or financially, technically, vocationally or professionally equipped to enforce their administrative legal obligations because they are under an economic crisis. This does not deter us in maintaining positive and progressive relationships with indigenous tribes and their leaders on an international scale until new reforms can be mounted or the government changes to respect the laws.
Globcal International does have a positive relationship with the Colombian and Guyana governments but is not connected in any way directly with them. All of our relationships and international cooperation developments are as a benign non-state actor. As a rule Globcal International is a non-political, non-religious, non-governmental, non-military and non-state decentralized autonomous organization and is an international non-governmental organization.
